The VA spent about $21 billion for health care in FY 2001 to treat about 3.8 million vets -- most of whom had service-connected disabilities or low incomes. Since FY 1997, VA has used the Vets Equitable Resource Allocation (VERA) system to allocate most of its med. care approp. as part of its overall strategy to reform VA health care. Concern has been expressed as to whether VERA has been designed & implemented to allocate resources commensurate with workload. This report: describes the effect VERA has had on network resource allocations & workloads, assesses whether VERA's design is a reasonable approach to resource allocation, & identifies weaknesses in VERA that may limit VA's ability to allocate resources for comparable workloads. Also includes a 30-page GAO report, VA Long Term Care: Implementation of Certain Millennium Act Provisions Is Incomplete, & Availability of Noninstitutional Services is Uneven.ÓBascetta, Cynthia A. is the author of 'Va Health Care Allocation Changes Would Better Align Resources With Workload' with ISBN 9780756728205 and ISBN 0756728207.
