The unemploy. rate (UR) is commonly assumed to measure labor availability, but this ignores the fact that potential workers frequently come from outside the current labor market. A UK Survey includes info. that can be used to predict impending employment transitions. Using this dataset, new measures of labor availability, & indicators based on the more familiar UR alternatives, are reported here. The micro & macroecon. performance of these labor force availability measures is compared. Two models, which include several categories of reasons for not working as well as demographic variables, perform well in all of the tests.
