Water is increasingly becoming a very scarce resource in most of the developing world, and new sources of water are becoming increasingly difficult to develop because of technological, economic, and environmental reasons. Since future development of these countries depends on ensuring that an adequate quantity and quality of water is available for various uses, efficient planning of water resources at a national level has become an urgent necessity.
