He is a former student of the now closed Nashville Christian Institute in Nashville, Tennessee and a graduate of Rochester College, International Seminary, City University [where he received the President’s Honors Certificate for Meritorious Scholastic Achievement], University of California and Saint Xavier University where he completed his State of Illinois secondary certification. Furthermore, Dr. Penn is a Phi Delta Kappa,” a Licensed Clinical Counselor with Supervision and Advanced Certification and a Social Science educator with an emphasis in Africology and Pan Africanism. His State of Illinois endorsements include both World History and United States History. His professional affiliations are with the African Studies Association (New Brunswick, New Jersey), the National Council for Social Studies Consortium (Silver Springs, Maryland), the National Alliance of Black School Educators (Washington DC), and the Benjamin Banneker Association, Inc. (Lansing, Michigan). The academic portfolio of Dr. Penn includes a Bachelor of Arts, Master of Religious Education, Master of Education in Curriculum and Instruction, and a Ph.D., in Educational Philosophy.
