Information Technology Dod Needs to Improve Process for Ensuring Interoperability of Telecommunications Switches

The DoD requires that its commun. systems be interoperable: that is, that they work together seamlessly so that the right info. gets to the right people at the right time. This report examines DoD's process for certifying & authorizing interoperabilityÓ (CAI); how the process was being applied, incl. whether contracting laws & reg's. have been violated; & the impact of DoD's appl'n. process on the competition. The report found that DoD does not have a well-defined process, incl. clear require., for CAI telecom switches. DoD has not applied its telecom switch certification & authorization processÓ (TSCAP) consistently across vendors, & it has violated its own interop. policy.
