Today's U.S. Navy fleet includes 54 attack subs (SSNs). In 1999, the Joint Chiefs of Staff released a study concluding that the Navy would need 68 SSNs by 2015 & 76 by 2025 to carry out critical peacetime missions. Reaching those force goals by building more subs would require a substantial investment. Are there alternative ways to operate the currently planned force of 55 SSNs & 4 SSGNs (converted Trident ballistic missile subs) that would meet those goals without increasing the number of attack subs?
