After the events of 9/11, Congress appropriated $100 million to help drinking water systems (DWS) assess their vulnerabilities to terrorist threats & develop response plans. However, significant additional funds may be needed to support the implementation of security upgrades. This report sought experts' views on: (1) the key security-related vulnerabilities of DWS; (2) the criteria for determining how Federal funds should be allocated among DWS to improve their security, & the methods for distributing those funds; & (3) specific activities the Fed. govt. should support to improve DWS security.
