GAO found that many items needed to establish a lab for making BWA were being sold on the Internet to the public from DoD's excess property inventory for pennies on the dollar, making them both easy & economical to obtain. It determined: the extent to which DoD is selling BE & CBPC that can be used to make & disseminate BWA; & whether existing Fed. regulations & guidance in DoD policies & procedures address the risk of public sales of these items.
