Following this incident, & amid claims that Barry Winchell was murdered because he was or was perceived to be a homosexual, allegations arose concerning the command climate at Ft. Campbell particularly as it related to the command's enforcement of the DoD Homosexual Conduct Policy. The Army Inspector General conducted an investigation surrounding the death of Barry Winchell as it related to the Policy. The DAIG conducted an assessment of the command climate then existing in Barry Winchell's unit prior to his death & an overall assessment of the command climate existing at Ft.
