Addresses the problem that in CA, Latinos currently have the lowest wages of any ethnic group, principally because of their lower levels of educational attainment. This problem must be addressed because 50-60% of the population growth in California is attributable to Latinos, and by 2025, Latinos will comprise over 40% of the pop'n. and will be the largest ethnic group in the State. The economic benefits for the State are estimated at $28 bil. in the form of increased wages circulating in the economy, meaning $1.7 bil. more in State income tax rev.
