The Dept. of Homeland Sec. (DHS) is responsible for addressing the threat of nuclear smuggling. Radiation detection portal monitors (PM) are key elements in our nat. defense against such threats. DHS has sponsored R&D & testing activities to develop a ¿next generation¿ PM, known as the advanced spectroscopic PM. However, each one costs 6X more than a current PM. In March 2006, it was recommended that DHS conduct a cost-benefit analysis (CBA) to determine whether the new PM are worth the additional cost. In June 2006, DHS issued its analysis. In Oct. 2006, a report was issued that assessed the DHA study.
