China and the WTO : Assessing and Enforcing Compliance: Hearings before the U. S. -China Economic and Security Review Commission

The Comm. used China's accession to the World Trade Org. (WTO) as its frame of ref., considering both the obligations it places on China & the trade remedies it provides for U.S. parties. Comm. heard from senior Admin. officials, industry groups, labor org., economists, & trade law experts. Ten Members of Congress also testified. There was a general consensus in the testimony that China remains in violation of its WTO obligations in a number of important areas, such as its undervalued currency & lack of protection for intellectual property rights. The hearing also dealt with the application of U.S. trade remedies, such as anti-dumping duties & the China-specific Section 421 & textile safeguards to offset China's unfair trade practices.
