SUMMARY

In Aug. 1987, the State Children¿s Health Insur. Program (SCHIP) was created, with the goal of significantly reducing the number of low-income uninsured children, esp. those who live in families with incomes exceeding medicaid eligibility require. Congress provided $40 billion from FY1998 through 2007 -- to states with approved SCHIP plans. Subject to certain exceptions, states have 3 years to use each year¿s allocation, after which unspent funds may be redistributed to states that have already spent all of that year¿s allocation. This testimony addresses trends in SCHIP enrollment & the current composition of SCHIP programs across the states, states¿ spending experiences under SCHIP, & considerations identified for SCHIP reauthorization. Charts.Allen, Kathryn G. is the author of 'Children's Health Insurance : States' SCHIP Enrollment and Spending Experiences and Considerations for Reauthorization', published 2007 under ISBN 9781422315606 and ISBN 1422315606.
