In 1999 Congress directed HUD to assess the loss of assisted housing for NEPD that has occurred since 1993. Prior to 1992, the law had required properties constructed to serve elderly tenants to have a certain percentage of units set aside for young people with disabilities. The Housing & Community Development Act of 1992 allowed property owners to restrict the availability of units intended for the elderly to people who were 62 or older. This study sheds light on the effect of this change in the law on the availability of assisted housing to NEPD.
