All 217 people on board were killed, & the airplane was destroyed. Under the provisions of Annex 13 to the convention on International Civil Aviation, the investigation of an airplane crash occurring in international waters falls under the jurisdiction of the airplane's country of registry (in this case, Egypt). At the request of the Egyptian Gov't., the NTSB assumed full responsibility for the investigation.
